The Observatory on Borderless Higher Education
"Observatory Reports provide in-depth analysis of the major issues in borderless higher education. ... reports are commissioned from external experts from around the world ... reports combine descriptive information (eg news on the latest developments), strategic information (eg an attempt to explore rationales, decision-making processes and organisational change) and reflection (eg standing back from events to consider the public role of higher education). ..."

Observatory Reports are only available to staff of subscribing institutions (the OU does) ... recent reports include "Ubiquitous Computing in Higher Education", "Staff Development: the key to using ICT appropriately in higher education?" and "Improving Quality and Reducing Costs: Designs for Effective Learning Using Information Technology".
